If the anti-spot and whitening are only achieved through physical covering, and it is clearly indicated as a physical effect on the label, the submission of product efficacy claim evaluation data can be exempted.


Before the human efficacy test of cosmetics, necessary microbiological and physicochemical tests, toxicological tests, or human skin patch tests shall be completed with a written certificate issued. Products that fail to pass the toxicological tests or human skin patch test cannot conduct efficacy evaluation tests in vivo.
