At the event, the presentations focused on key global markets, delving into topics from macro trends to specific regulations and implementation paths. Building upon the foundation of global market trends, the speakers provided systematic interpretations of four key regions: Europe, North America, ASEAN, and Australia and New Zealand.
During the core sharing session, we provided a comprehensive overview of the compliance systems in key global markets.
The European market revolves around the EU Cosmetics Regulation (EC) No 1223/2009, with the Responsible Person (RP), CPNP notifications, Product Information Files (PIFs), and Cosmetic Safety Reports (CPSRs) at its core. The UK, however, requires separate notifications based on the SCPN system.
The North American market, driven by the US Cosmetics Modernization Regulatory Act of 2022 (MoCRA), has established facility registration, product listing, and stricter regulatory mechanisms.
The ASEAN market relies on the ASEAN Cosmetics Directive (ACD) for pre-market notification, but implementation varies across countries, particularly in Indonesia, where BPOM audits and halal certification requirements are more stringent.
Australia and New Zealand focus on ingredient compliance and risk control. For companies entering these markets, the key is to complete ingredient compliance assessments in advance, ensure formulations meet local restrictions, and establish a comprehensive product information archive to handle potential regulatory audits.
Overall, while the approaches differ across markets, compliance requirements are continuously becoming stricter, necessitating more systematic capabilities for companies expanding overseas.
