Small package products
For small package products with a net content of cosmetics less than or equal to 15g or 15mL, only the Chinese name of the product, registration certificate number of the special cosmetics, name of the registration or notification person, net content, shelf life, etc. shall be marked on the visible surface of the sales package, other information that shall be marked can be marked in the product specifications attached to the product.
For small package products with packaging boxes, the Chinese name and shelf life of the product shall also be marked on the packaging containers that directly contact the contents.
According to the Provisions for the Supervision and Administration of Children's Cosmetics, children's cosmetics refer to cosmetics that are applicable to Children under the age of 12 (including 12 years old) with the functions of cleansing, moisturizing, refreshing, and sun protection.
Products that use words such as "适用于所有人群(applicable to all people)", "全家使用(available for all family members)" or use trademarks, patterns, homophonic expressions, letters, Chinese Pinyin, numbers, symbols, packaging forms, etc. to imply that the use group includes children shall be managed as children's cosmetics.
Infants (0-3 years old, including 3 years old): Efficacy claims are limited to cleansing, moisturizing, hair care, sun protection, soothing, and refreshing.
Children (3-12 years old, including 12 years old): Efficacy claims are limited to cleansing, makeup remover, moisturizing, beauty modification, fragrance, hair care, sun protection, repair, soothing, and refreshing.
In accordance with the Provisions and other regulations, children's cosmetics shall mark the exclusive logo stipulated by China NMPA on the display surface of the sales package.
Labeling area: The logo of children's cosmetics shall be marked on the upper left of the main display surface of the sales package in equal proportions, and ensure that it’s clear and easy to identify.
Size requirements: When the surface area of the main display surface is larger than 100 square centimeters, the width of the widest part of the children's cosmetic logo shall not be less than 2 centimeters. When the surface area of the main display surface is less than or equal to 100 square centimeters, the width of the widest part of the children's cosmetic logo shall not be less than 1 centimeter.
Children's cosmetics labels shall not be marked with words such as "食品级(food grade)", "可食用(edible)" or food-related patterns. The smell and appearance of children's cosmetics shall not be confused with food, medicine, and other products, so as to prevent accidental ingestion and misuse.
Non-children's cosmetics shall not be marked with the children's cosmetics logo.
Children's cosmetics shall use "attention" or "warning" as guide words, and mark warning words such as "should be used under adult supervision" on the visible surface of the sales package.
Every children's cosmetics shall be marked with the children's cosmetics logo, which does not represent the quality of the product and shall not be used for misleading publicity.
Gifts, giveaways, samples, etc.
According to the Measures for the Administration of Cosmetics Labels, cosmetics provided to consumers in the form of free trial, gift, exchange, etc. also need to mark Chinese labels on their packages, whose contents shall comply with the Measures.
