Since the implementation of the Cosmetics Supervision and Administration Regulations (CSAR) in 2021, various new regulations have gradually been implemented, and the registration and filing management of cosmetics has entered the right track. EnterCo has sorted out and analyzed the filing data of cosmetics in the third quarter of 2023.
Overview of newly filed domestic and imported cosmetics
In the third quarter of 2023, about 161,000 domestic cosmetics, and about 3,400 imported cosmetics have completed filing.
From the perspective of product category, domestic cosmetics are mainly essence, nail glue, facial mask, and other products. Imported cosmetics are mainly essence, perfume, moisturizing products, lipstick, and other products.
Production mode of domestic and imported cosmetics
In terms of production mode, domestic cosmetics are mainly produced by the filers themselves, accounting for about 82% of the total, while imported cosmetics are preferred to adopt OEM/ODM production mode, accounting for about 74% of the total.
Distribution of place of origin of domestic and imported cosmetics
As for production enterprises, there are a total of 3,896 domestic cosmetics production enterprises, with over 90% of the top 15 cosmetics production enterprises coming from Guangdong.
There are a total of 806 imported cosmetics production enterprises, with over 50% of the top 15 cosmetics production enterprises coming from France.
Domestic and imported cosmetic filing data in each province
The filing number of domestic cosmetics is mostly concentrated in Guangdong province, accounting for about 84%. Imported cosmetics are mostly concentrated in Shanghai, accounting for about 66%.
Commonly used new cosmetic ingredients in domestic cosmetics
According to EnterCo statistics, the new ingredient used most frequently in domestic cosmetics is Polymethylsilsesquioxane/Trimethylsiloxysilicate, which has been used more than 6,200 times. There is limited data on the use of new ingredients in imported cosmetics, and statistics will not be conducted temporarily.
