Overview of newly registered domestic and imported special cosmetics
In 2023, a total of 5,700 domestic special cosmetics are registered, an increase of 80% compared to the same period last year. Meanwhile, nearly 900 imported special cosmetics are registered, an increase of 93% compared to the same period last year.
March and December are the peak periods for domestic special cosmetic registration, while October and November are the peak periods for imported special cosmetics.
Production mode of domestic and imported special cosmetics
In recent years, the production mode of domestic and imported special cosmetics has been relatively stable, with most domestic special cosmetics being produced domestically by registrants themselves, accounting for about 68% of the total. While, imported special cosmetics prefer OEM/ODM production mode, accounting for about 67%.
Categories of domestic and imported special cosmetics
From the perspective of special cosmetic categories, domestic special cosmetics are mainly hair dyeing products, accounting for about 51%.

Among imported special cosmetics, sunscreen ranks first, accounting for approximately 47.5%.
For anti-hair loss products, there are only 70 domestic products and 1 imported product being successfully registered.
Top 15 registrants and place of origin of domestic special cosmetics
As for registrants, domestic special cosmetics are mostly registered by enterprises in Guangdong province. Meanwhile, 45% of registered products are produced in Guangzhou, followed by Foshan, Shanghai, Yingde, and other regions.
Top 15 registrants and place of origin of imported special cosmetics
Imported special cosmetics are mostly registered by countries and regions in Asia and Europe, with 35% of registered products being produced in Japan, followed by countries such as South Korea and France.
Anti-hair loss cosmetics
In terms of anti-hair loss cosmetics, only one anti-hair loss agent (Platycladus Orientalis Leaf Extract) is used in the 71 registered anti-hair loss cosmetics throughout the year.
In domestic anti-hair loss cosmetics, multiple plant extracts are often added together with the Platycladus Orientalis Leaf Extract, such as Zingiber Officinale (Ginger) Extract & Root Extract, Polygonum Multiflorum Extract & Root/Stem Extract, Angelica Sinensis Extract & Root Extract, etc.
Sunscreen cosmetics
More than 1,070 domestic sunscreen cosmetics have been registered, with more than 500 imported sunscreen cosmetics being registered.
Besides Titanium Dioxide, Ethylhexyl Methoxycinnamate is the most commonly used sunscreen agent in domestic and imported sunscreen cosmetics, and there is not much difference in the selection of sunscreen between domestic and imported products.
Anti-spot and whitening cosmetics
Excluding whitening cosmetics that only have a physical covering effect, there are nearly 1,000 domestic whitening cosmetics and almost 208 imported whitening cosmetics registered.
Among them, niacinamide is the most favored whitening agent for both. There are over 800 domestic cosmetics and over 100 imported cosmetics that use niacinamide as a whitening agent.
