1. How to choose the category of efficacy claims under the classification code in the application form for general cosmetic filing?


According to Article 5 of the Classification Rules and Classification Catalogue of Cosmetics, the category of efficacy claims should be selected according to the efficacy categories listed in the Classification Catalogue for Efficacy Claims, i.e., The efficacy categories of general cosmetics should be selected among the categories of efficacy listed in the Classification Catalogue for Efficacy Claims, except for hair dye, hair perm, anti-spot and whitening, sun protection, anti-hair loss, and new function.


2. What are efficacy claims corresponding to general cosmetics?


According to the Classification Rules and Classification Catalogue of Cosmetics, the efficacy categories corresponding to general cosmetics used by infants, children, and the general group are as follows:


Infants (0-3 years old, including 3 years old): Efficacy claims are limited to cleansing, moisturizing, hair care, sun protection, soothing, and refreshing.


Children (3-12 years old, including 12 years old): Efficacy claims are limited to cleansing, makeup remover, moisturizing, beauty modification, fragrance, hair care, sun protection, repair, soothing, and refreshing.


General group: anti-acne, nourishment, repair, cleansing, makeup remover, moisturizing, beauty modification, fragrance, deodorant, anti-wrinkle, firming, soothing, oil control, exfoliator, refreshing, hair care, anti-hair broken, anti-dandruff, hair color care, hair remove, assisted shaving.


3. If the generic name in the Chinese name contains specific ingredient names or words indicating ingredient categories, whether the "specific claims (ingredient efficacy)" should be checked under the product label item?

Tips:

For example: if a product claims that it can "reduce the occurrence of blackheads" while cleansing the skin, both "anti-acne" and "cleansing" should be checked under the classification code of the filing application form.
