In order to implement the Cosmetics Supervision and Administration Regulation, further standardize the management of cosmetic ingredients, and encourage ingredient innovation, the management of the Inventory of Existing Cosmetic Ingredient in China (IECIC) is adjusted:
1. According to the Cosmetics Supervision and Administration Regulation, new cosmetic ingredients that have been registered and filed shall be included in the IECIC if no safety problems occur after the 3-year safety monitoring period after they are put into use. In order to facilitate the management of used cosmetic ingredients, NMPA divides IECIC into two lists, Ⅰ and Ⅱ. The IECIC released by NMPA in 2021 will be partially modified and improved and managed as IECICⅠ. New cosmetic ingredients that are included in IECIC after the safety monitoring period expires will be managed as IECICⅡ.
2. Based on the IECIC released by NMPA in 2021, IECICⅠ (see Annex 1) will no longer retain the item of "maximum historical usage of the product", standardize the Chinese name or INCI name/English name of the relevant ingredient, and adjust the notes of the relevant ingredient in accordance with the "Cosmetic Safety Technical Specifications". IECICⅡ (see Annex 2) includes two new cosmetic ingredients, "N-acetylneuraminic acid" and "β-alanylhydroxyprolyl diaminobutyric acid benzylamine". After filing, the safety monitoring period of the above two new ingredients has been completed for 3 years and they have been evaluated to meet the requirements of relevant regulations. The IECIC adjustment instructions are shown in Annex 3.
3. NMPA establishes a dynamic adjustment mechanism for IECIC, implements dynamic updates for IECIC, and supplements, improves, and corrects IECIC based on scientific research progress, industry development, and actual regulatory work.
4. From now on, NMPA will no longer publish IECIC in the form of announcements. The updated IECIC and IECIC adjustment instructions will be promptly and proactively disclosed through the NMPA website.
