Chapter 1. Main Work Progress
In 2024, under the strong leadership of the NMPA, NIFDC adhered to the Thought on Socialism with Chinese Characteristics for a New Era, and fully implemented the spirit of the 20th National Congress of the Communist Party of China (CPC) and the Second and Third Plenary Sessions of the 20th CPC Central Committee. Following the principle of “prioritizing political integrity, strengthening supervision, ensuring safety, promoting development, and improving people’s livelihood”, we consistently served the overall situation of cosmetics regulation, and moved forward with high standards by ensuring safety through regulation, strengthening capabilities via innovation, and promoting growth through industry support.
1. Continuous Reform of the Review System
Efforts were made to advance the drafting of technical guidelines and upgrade the cosmetic evaluation standards framework. A dedicated Cosmetic Ingredient Evaluation Office was established to prioritize the review of new ingredients, improving both the quality and efficiency of new ingredient assessments. Service processes for corporate consultations were streamlined to support enterprises. A total of 61 technical Q&As were released (dynamic updates) to address industry challenges. According to the China Association of Fragrance, Flavor, and Cosmetic Industries (CAFFCI), China’s cosmetic market achieved a total transaction value of 1073.822 billion yuan in 2024, marking a 2.8% year-on-year increase.
2. Fully Support Ingredient Innovation and Development
Comprehensive adjustments were made to optimize review work during the safety monitoring period and post-filing technical verification for new ingredients. We also established a joint submission-evaluation coordination mechanism. We implemented the Communication and Consultation Mechanism for New Cosmetic Ingredients to improve procedures, and in-depth technical exchanges with enterprises on critical issues such as skin-whitening agents, colorants, bioactive ingredients, fermented materials, and multi-component formulations, thus guiding enterprises to make standard R&D practices.
3. Promotion of Safety Assessment Implementation
Aligned with safety assessment optimization measures, 11 technical documents, Q&As, guidelines, and interpretations were served as foundational pathways for safety assessments. We also published ingredient usage data covering nearly 90% of materials listed in the "Catalogue of Used Cosmetic Ingredients" so as to resolve data gaps. Besides, the safety assessment report submission and review function modules were upgraded to facilitate the submission of full version of the reports.
4. Random Inspection of Product Quality Filings
Adhering to the principles of problem orientation, risk focus, and inspection-driven development, we formulated the 2024 National Work Plan for Quality Sampling Inspection of General Cosmetics Registration. According to this plan, we organized quality sampling inspections. During the inspections ,we also identified and analyzed common issues and typical cases to continuously refine and standardize inspection principles and review criteria, further drafted the General Cosmetics Filing Guidelines to standardize document submissions and guide post-filing technical reviews across provinces.
5. Accelerated Standard System Development
The NMPA established the Cosmetics Standardization Technical Committee, comprising eight subcommittees, with the secretariat hosted by the NIFDC. Standard management frameworks were developed, including the NMPA Cosmetic Standardization Technical Committee Charter. Four mandatory national standards were initiated for revision, while 39 safety technical standards and 2 supplementary testing methods were drafted and released.
6. Enhanced Quality Management Systems
Technical evaluation quality documents were comprehensively revised to meet operational needs. Internal audits and management reviews of Quality Management System for Cosmetic Evaluation were conducted under ISO 9001 requirements, and this system successfully passed its first post-certification surveillance audit. It proves that this cosmetic evaluation quality management system is confirmed as fully operational, appropriate, and compliant with ISO 9001 standards.
Chapter 2 .Summary of Cosmetics Registrants & Filers, Domestic RP, and Manufacturers
In 2024, China saw 2432 new cosmetic registrants & filers, 478 domestic responsible person, and 570 manufacturers (including 25 toothpaste manufacturers).
By the end of 2024, the total numbers of cosmetic registrants & filers, domestic RP, and manufacturers (including 286 toothpaste manufacturers) reached 20814, 3296 and 5935 respectively.
Data on cosmetic registrants & filers, domestic RP, and manufacturers over the past four years is shown in Figure 1.

Chapter 3. Special Cosmetics Registration
1. Registration Acceptance Situation
In 2024, there were 23994 cosmetic registration applications accepted (including initial, renewal, and amendment registrations), a 64.2% year-on-year increase.
The geographical distribution of registrants is as follows: the number of applications for domestic products (excluding Hong Kong, Macao, and Taiwan; similarly hereinafter) is 21853 (91.1% of total); imported products is 2089 (8.7% of total); Taiwan, China and Hong Kong, China products are 40 and 12 respectively, totaling 52 (0.2% of total).
See Figure 2 for registration application trends over the past four years.

The distribution of application types is as follows: the number of initial registration is 15,694 (65.4%); renewal registration is 2,573 (10.7%); amendment registration is 5,727 (23.9%).

The distribution of product category is as follows: there are 9763 hair dye products (40.7%); 6441 blemish-removing/whitening products (26.8%); 3008 sunscreen products (12.5%); 4782 others products (20.0%).

The distribution of domestic registrations is as follows: There are 14525 domestic products accepted for initial registration, with the top five provinces (Guangdong, Shanghai (City), Zhejiang, Jiangsu, and Shandong) accounting for 94.3%.

A total of 1147 initial registrations for imported cosmetics are accepted, involving 16 countries (regions). The top five source markets by application volume are South Korea, Japan, France, the United States, and Germany (listed in descending order). Collectively, these five countries accounted for 87.0% of the total imported 7 initial registrations. See Figure 6 for details.
17 and 5 first-time registrations were processed originating from Taiwan, China and Hong Kong, China respectively.

2. Summary of Approval
In 2024, 22812 registration applications (including initial, renewal, and amendment applications) were approved after evaluation, a 101.1% year-on-year increase. Details are as follows: the number of domestic approvals is 20557 (90.1%); imported approvals is 2195 (9.6%); Taiwan, China and Hong Kong, China approvals are 42 and 18 (0.3% combined).
In 2024, 411 registration certificates were voluntarily canceled by enterprises.
The distribution of application type is as follows: Initial registration: 15021 (65.8%); Renewal registration: 2573 (11.3%); Amendment registration: 5218 (22.9%)
Approval trends for initial registrations (2021-2024) are shown in Figure 7, and 2024 distribution of application type in Figure 8.

The distribution of initial registrations by product category is as follows: hair dye products: 5829 (38.8%); blemish-removing/whitening products: 3,805 (25.3%); sunscreen products: 1,763 (11.7%); others: 3,624 (24.1%).

The numbers of domestic initial approvals is 13889, with the top five provinces (Guangdong, Shanghai, Zhejiang, Jiangsu, and Shandong) accounting for 93.8%. More details can be seen in Figure 10 and Appendix 1.

There are 1114 imported initial approvals from 15 countries (regions), with the top five sources: Japan, South Korea, France, USA, and Germany (86.9% combined). More details can be seen in Figure 11 and Appendix 2. Taiwan, China and Hong Kong, China initial approvals are 13 and 5 respectively.

Chapter 4 Overview of General Cosmetic Filing
In 2024, there are 596306 general cosmetics filed nationwide, a 0.7% year-on-year decrease, including: 582,857 domestic products (97.7% of total); 13,060 imported products (2.2%); 389 products from Hong Kong, Macao, and Taiwan (0.1%).
There are 273,849 filing amendments nationwide, a 33.3% year-on-year increase, including: 258,493 domestic amendments (94.4%); 15,004 imported amendments (5.5%); 352 amendments from Hong Kong, Macao, and Taiwan (0.1%).
By the end of 2024, a total of 1974216 general cosmetics remained on record nationwide, including 1,914,811 domestic products (97.0%); 57476 imported products (2.9%); 1929 products from Hong Kong, Macao, and Taiwan (0.1%).
Top 5 provinces for domestic general cosmetic filings (Guangdong, Zhejiang, Shanghai, Jiangsu, and Shandong) accounted for 95.2% of total domestic filings. See Figure 12 and Appendix 3.

In 2024, there are 62309 filings of general cosmetics only for export, with a 34.9% year-on-year increase representing 10.7% of total domestic filings. Figure 13 shows the filing trend of export-only cosmetics since May 2021.

In 2024, imported general cosmetics originate from 45 countries/regions, with the top five sources (South Korea, France, USA, Japan, and Italy) accounting for 70.2% of total imported filings. See Figure 14 and Appendix 4.

The distribution of efficacy claim types is as follows (note: some products claim two or more functions): Top three categories in domestic products are moisturizing (66.5%), beautifying (25.7%), and cleansing (14.8%).

Chapter 5 Overview of Toothpaste Filing
In 2024, 7776 toothpaste products were filed nationwide, including: 7503 domestic products (96.5%); 246 imported products (3.2%); 27 products from Hong Kong, Macao, and Taiwan (0.3%).
By the end of 2024, a total of 17621 toothpaste products remained on record nationwide: 16,654 domestic products (94.5%); 929 imported products (5.3%); 38 products from Hong Kong, Macao, and Taiwan (0.2%).
Top 5 provinces for domestic toothpaste filings (Guangdong, Jiangsu, Zhejiang, Tianjin, and Shanghai) accounted for 88.5% of total domestic filings.

Chapter 6 New Ingredient Registration and Filing Status
1. New Ingredient Registration Approvals
In 2024, 2 new cosmetic ingredient registration applications were accepted: 1 domestic and 1 imported. 1 imported new ingredient registration was approved.
2. New Ingredient Filings
In 2024, 90 new ingredients were publicly filed.
From 2021 to 2024, a total of 207 new ingredients were filed, including: 164 domestic (79.2%); 41 imported (19.8%); 2 from Taiwan, China (1.0%).
Top 5 provinces for domestic new ingredient filings (Guangdong, Shanghai, Shandong, Jiangsu, Zhejiang, and Yunnan [tied]) accounted for 79.9% of total domestic filings. See Appendix 5.
Imported new ingredients originated from 7 countries, with the top five sources (USA, Japan, Switzerland, Italy, and Germany) representing 85.4% of total imported filings. See Appendix 6.
Chapter 7 Cosmetic Standardization Development
1. Establishing a New Standardization Management Framework
In April 2024, the NMPA Cosmetic Standardization Technical Committee was established, comprising 8 subcommittees (organizational structure in Figure 18) with NIFDC served as its Secretariat. Key initiatives include: (1) Developing standardization regulations, including the SCCS Charter and Procedural Regulations for Cosmetic Standard Development and Revision (Interim). (2) Appointing 166 members across 8 subcommittees based on their technical expertise and regional representation. (3) Establishing 8 subcommittee secretariats to leverage industry resources and expertise.

2. Draft and Revision of Cosmetic Standards
(1) Assist the NMPA in applying to the National Standards Committee for project approval and initiating the formulation and revision work of the following four mandatory national standards for cosmetics: GB 7916-1987 General Hygiene Standard for Cosmetics; GB 5296.3-2008 Instructions for use of products of consumer interest - General labelling of cosmetics; GB 22115-2008 Specifications for Raw Materials Used in Toothpaste; General Technical Requirements for Toothpaste Safety.
(2) Draft and submit to the NMPA for the release of 39 standards related to the Cosmetic Safety Technical Specifications, including testing methods for azelaic acid and its salts in cosmetics, pH value of toothpaste, etc. (see Appendix 7), as well as 2 supplementary testing methods for the determination of diflucortolone valerate, finasteride and 10 other components in cosmetics.
(3) Launch 54 standard formulation and revision projects under the 2024 Cosmetic Standardization Work Plan.
