NIFDC Notice on the Issuance of the General Technical Guidelines for Registration and Filing Dossiers of New Cosmetic Ingredients

To all relevant entities:

To implement the NMPA’s Several Provisions on Supporting Innovation in Cosmetic Ingredients and optimize the classified technical requirements for the registration and filing of new cosmetic ingredients, the National Institutes for Food and Drug Control (NIFDC), in accordance with the Regulations on Supervision and Administration of Cosmetics, the Provisions for Registration and Filing of Cosmetics, the Provisions for Registration and Filing of New Cosmetic Ingredients and Dossier Requirements, and other relevant regulatory requirements, has formulated the General Technical Guidelines for Registration and Filing Dossiers of New Cosmetic Ingredients (see Annex). In accordance with the Notice of the General Office of the National Medical Products Administration on Issuing the Procedures for the Release of Technical Guidelines for Cosmetics (NMPA Comprehensive Cosmetics [2022] No. 32), the Guidelines are hereby issued and shall come into force on July 15, 2026.
