To implement the "Several Provisions on Supporting Innovation of Cosmetic Ingredients," standardize the intended use of cosmetic ingredients, and encourage ingredient innovation, the NIFDC has formulated the "Technical Guidelines for the Intended Use of Cosmetic Ingredients (Trial)" (Annex), which is hereby released and will take effect on June 19, 2026.
