NMPA Announces Second Phase Pilot Program for Personalized Cosmetics Services Launched!

To further deepen cosmetics regulatory reform, meet consumers' personalized and diversified demands for cosmetics, explore feasible models and effective regulatory measures for personalized cosmetics services, and promote high-quality development of the cosmetics industry, NMPA has decided, based on a summary of previous pilot work, to launch a second phase of pilot work on personalized cosmetics services in selected regions (Beijing, Tianjin, Hebei, Heilongjiang, Shanghai, Zhejiang, Shandong, Henan, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Yunnan, and Shaanxi Provinces (autonomous regions and municipalities)). The relevant matters are notified as follows:
Starting October 1, 2025, participating cosmetics registrants or domestic responsible persons authorized by overseas registrants may, in their established stores, directly-operated stores, and other business locations, independently provide small-batch simple blending and repackaging services for two or more registered common cosmetics based on the personalized needs of consumers. The pilot period is two years.
