The "Cosmetic Safety Technical Specifications"Adds 18 New Standards.

18 New Standards.

On January 12, the NMPA released 18 standards, including the "Limits for Total Bacterial Count in Eye Cosmetics, Lip Cosmetics, and Children's Cosmetics," which were incorporated into the corresponding chapters of the "Cosmetic Safety Technical Specifications (2015 Edition)" (see Annex 1).


The following standards are revised (see Annexes 2-5, 10-19): "Limits for Total Bacterial Count in Eye Cosmetics, Lip Cosmetics, and Children's Cosmetics," "Limits for Dimethylbenzyl Camphor," "Limits for 4-Methylbenzyl Camphor," "6-Amino-m-Cresol," "Zinc Pyrithione," "Salicylic Acid," "Clomidazole," "Methylisothiazolinone," "Polyaminopropyl Biguanide," "Benzophenone-3," "Homosalate," "Octocrylene," "Toluene-2,5-Diamine," and "Toluene-2,5-Diamine Sulfate," replacing the original provisions in the "Cosmetic Safety Technical Specifications (2015 Edition)."


The following six standards, including "Limits for Total Bacterial Count in Eye Cosmetics, Lip Cosmetics, and Children's Cosmetics," "Limits for Dimethylbenzyl Camphor," "6-Amino-m-Cresol," "Perfluorooctyl Sulfonic Acid and its Salts," and "Perfluorooctanoic Acid and its Salts," will be implemented from January 1, 2027.


Twelve standards, including "Butylphenylmethylpropionaldehyde," "Cyclotetramethrin," "Zinc Pyrithione," "Salicylic Acid," "Clomidazole," "Methylisothiazolinone," "Polyaminopropyl Biguanide," "Benzophenone-3," "Homosalate," "Octocrylene," "Toluene-2,5-Diamine," and "Toluene-2,5-Diamine Sulfate," will be implemented from January 1, 2028.

Cosmetics produced or imported before the implementation of these standards may be sold until their expiration date. Cosmetic registrants, filers, and manufacturers are encouraged to implement these standards ahead of schedule.
