Higher Safety Testing Requirements

According to GB 15979-2024 "Hygienic Requirements for Disposable Hygiene Products," hygiene products used for infants and pregnant women, such as wet wipes, hand sanitizers, and antibacterial agents for skin, must undergo skin allergy testing to support their safety.
Stricter Ingredient Requirements
According to GB/T 28827.1-2024 "Wet Wipes and Similar Products - Part 1: General Requirements," wet wipes for human use are divided into infant wipes and adult wipes based on the user group. GB/T 28827.2-2024 "Wet Wipes and Similar Products - Part 2: Specific Requirements for Infant Wipes" sets forth more detailed regulations for infant wipes.
For example, manufacturers should minimize the types of raw materials used in the formula and use raw materials with a long history of safe use, paying attention to chemical components that may cause adverse skin reactions.
The addition of fragrances should comply with the provisions of GB/T 22731 "Daily Fragrances."
The production solutions must meet the requirements of Chapters 2 and 3 of the "Cosmetic Safety Technical Specifications" (2015 edition) and should not contain methylisothiazolinone or methylchloroisothiazolinone.
No recycled raw materials should be used.
Furthermore, infant and toddler disinfection products must also comply with specific regulations regarding packaging and labeling, which is an indispensable part of the product compliance system.
Compliance Requirements for Packaging Labels of Infant and Toddler Disinfectant Products
1. Target Audience
The label must include the words "infant/toddler/children".
2. Ingredient Labeling
Infant and toddler wipes must label the following:
Product Name.
Product Standard Document Number.
Target Audience.
Main Ingredient Names. If the wipes are labeled as dispersible, flushable, or flushable (toilet wipes), specify the fiber composition.
All ingredients with a content ≥0.01% (mass fraction) must be listed, using "Production Liquid Ingredient" as a leading phrase. Ingredient names should preferably use the Chinese translation from the *International Nomenclature of Cosmetic Ingredients (INCI)*. For names not covered, use the name from the *Pharmacopoeia of the People's Republic of China (2020 Edition)*, the chemical name, or the botanical name, in that order. Ingredients should be listed in descending order of content. Ingredients ≤0.1% can be listed in any order after ingredients >0.1%.

3. Usage and Precautions
Infant and toddler disinfection products require more detailed instructions. In addition to standard information (such as whether rinsing is required, applicable/inapplicable materials, flammability warnings, etc.), products containing quaternary ammonium salts, alcohols, or chlorine should be labeled: "For external use only. Do not ingest. Keep out of reach of children."
Furthermore, common warnings in ordinary disinfection product instructions such as "Contraindicated for pregnant women; use with caution in children under 6 years old and elderly people over 70 years old" should be carefully labeled according to the actual application of the product.
If the product has a killing effect on common influenza viruses and hand-foot-and-mouth disease viruses (enteroviruses) in infants and children, a poliovirus killing test can be added. If the test is passed, it can claim "killing effect on viruses" on the label and instructions, but it is not allowed to directly state "kills influenza virus" or "kills enterovirus" on the label.
Globally, infant and toddler products are moving towards a more stringent, transparent, and scientific regulatory system. From formulation to labeling, from testing to registration—only by proactively integrating compliance into the entire product lifecycle can a brand truly build its safety reputation and market competitiveness, ensuring steady and long-term success in an increasingly stringent regulatory environment.
