1. How should general cosmetic filers collect cosmetic ingredient safety information?
According to the NMPA Announcement on Matters Related to Further Optimize the Measures of Cosmetic Ingredient Safety Information (No. 34 of 2023), cosmetic filers, as the responsible entity for product quality and safety, when using cosmetic ingredients included in the Catalogue of Used Cosmetic Ingredients, should obtain detailed cosmetic ingredient information by requesting from the raw material manufacturer, consulting literature, and conducting research experiments, and organize it into cosmetic ingredient safety information documents.
2. Do we need to verify and confirm the cosmetic ingredient safety information provided by raw material manufacturers?
According to Announcement No. 34 of 2023, cosmetic filers should review and evaluate the authenticity and completeness of the ingredient submission code and corresponding cosmetic ingredient safety information provided by the raw material manufacturer. If there is a problem with the authenticity, the ingredient shall not be used; If there are integrity issues, the cosmetic filer can supplement the corresponding cosmetic ingredient safety information and submit it through self-filling, while explaining the problems with the ingredient submission code.
3. If the raw material manufacturer has not yet registered and obtained the cosmetic ingredient submission code on the Cosmetic Ingredient Safety Information Registration Platform, how can the cosmetic filer submit cosmetic ingredient safety information?
According to Announcement No. 34 of 2023, if the raw material manufacturer has not yet registered and obtained the cosmetic ingredient safety information submission code on the Cosmetic Ingredient Safety Information Registration Platform, the cosmetic filers can fill in the cosmetic ingredient safety information on their own through the Platform, and upload a scanned copy of the paper documents stamped with the filer's seal. The relevant supporting documents of ingredient safety information filled out and submitted by the enterprise, such as ingredient quality specification documents provided by the raw material manufacturer, the literature reviewed, relevant research, and test data, shall be archived by the registrant and filer for future reference.
4. According to Announcement No. 34 of 2023, what are the requirements for the submission of cosmetic ingredient safety information documents in the transition period?
According to Announcement No. 34 of 2023, products filed in different periods will implement different management requirements, see the following attached table for details:

5. How to fill in the recommended dosage of ingredients in cosmetics?
The cosmetic filer can fill in the recommended dosage of ingredients in cosmetics based on the information provided by the raw material manufacturer. If the raw material manufacturer fails to provide relevant information, provides insufficient information, or does not comply with China cosmetic ingredient regulations or relevant technical principles, the cosmetics filer can also fill in the content on their own based on sufficient research and evidence. If there are differences in the recommended dosage of cosmetics in different situations (such as leave-on and rinse-off cosmetics), they should be filled in separately.
