High Molecular Weight Colorants! NMPA Approves Registration of Two New Cosmetic Ingredients

2-(4'-azo-aniline polyoxyethylene ether)-4-methylbenzothiazole-based waterborne polyurethane & dimethoxytoluene propyl resorcinol.

Recently, the NMPA approved the registration applications of Beijing Shangjie Youlan Technology Co., Ltd. for the new cosmetic ingredient 2-(4'-azo-aniline polyoxyethylene ether)-4-methylbenzothiazole-based waterborne polyurethane and UNiGEN Co., Ltd. for the new cosmetic ingredient dimethoxytoluene propyl resorcinol.


The new ingredient 2-(4'-azo-aniline polyoxyethylene ether)-4-methylbenzothiazole-based waterborne polyurethane (Anse® Roselle Vermilion)is the first registered high-molecular-weight colorant for use in cosmetics, and can be used in leave-on and rinse-off cosmetics (excluding products with potential inhalation exposure risks).

This is the second successfully approved registered new ingredient since the implementation of the "Regulations on the Management of Registration and Filing Data for New Cosmetic Ingredients" in 2021, and the first domestically produced registered new cosmetic ingredient to be approved, marking a historic leap for my country in the field of cosmetic coloring technology from "follower" to "leader". It is worth mentioning that the "List of Innovative New Cosmetic Ingredients" released by NIFDC on October 20th includes 16 new ingredients covering categories such as coloring, sun protection, anti-skin loss, and moisturizing, and Anse® Roselle Vermilion is among them.

The new ingredient, dimethoxytoluene propyl resorcinol, has been registered as a whitening agent. After safety and efficacy evaluations, it can be used in face creams, lotions, gels, masks, and other skincare products (excluding products with potential inhalation or exposure risks).

The approval and registration of these two ingredients will provide new ideas and pathways for the research and innovation of cosmetics in China.


Since the NMPA released the "Several Provisions on Supporting Innovation of Cosmetic Ingredients" in January this year, it has issued a number of supporting technical documents and established a service guidance mechanism. Since the release of the document, 125 new ingredients have completed registration and filing, representing a year-on-year increase of 101.64%, which has effectively promoted the innovative and high-quality development of the cosmetics industry.
