In April 2024, NIFDC released the Information on the Use of Raw Materials for Marketed Products, which is an objective collection of the amount of raw materials used in special cosmetics during the validity period of the approval. According to the spirit of the NMPA Announcement on Issuing Several Measures to Optimize Cosmetic Safety Assessment Management (No. 50, 2024), in order to further provide data service information, NIFDC recently sorted out the information on registered general cosmetic raw materials and formed the Information on the Use of Raw Materials for Marketed Products (Updated draft for comments) (Annex 1) and its revision notes (Annex 2).
The Revision Notes (Annex 2) explain the relevant situation as follows:
I. Basic Background
In 2024, NIFDC released 11 supporting technical documents for cosmetic safety assessment, of which 3 are related to the use of raw material data, namely, the Guidelines for the Use of Cosmetic Raw Materials Data, Information on the Use of Raw Materials for Marketed Products and Cosmetic Safety Assessment Index from International Authoritative Organizations to guide companies in collecting and using existing raw material safety data.
According to the spirit of the NMPA Announcement on Issuing Several Measures to Optimize Cosmetic Safety Assessment Management (No. 50, 2024), in order to provide more data service information, NIFDC sorted out the formula raw materials and usage information used in more than 1.4 million valid registered general cosmetics and formed this draft for comments.
